Odisha's biggest data center proposal is the Adani Group's: a 1-gigawatt AI data center worth Rs 1 trillion, for which it has asked the state for about 250 acres, with Cuttack named as the tentative site. State officials told Business Standard on August 3, 2026, that the proposal was "under detailed evaluation" for its land, power, water and connectivity needs. Once its incentives are settled, it goes to the high-level clearance authority headed by the chief minister.
Bhubaneswar has the rest. On July 24, 2026, HCLTech signed an agreement with the state and the AI startup Sarvam for its first AI data center, in a planned Odisha Sovereign AI Park, with a planned outlay of Rs 14,257 crore that includes state money. The Reserve Bank of India's Rs 169 crore data center at Info Valley is nearing completion, the state is building a Rs 266.48 crore State Data Centre 2.0, and Adani holds a separate agreement for an Rs 800 crore data center. Zoho is building a Rs 306 crore center in Khordha.
The worry is power and water. Odisha had about 9,118 megawatts of installed power capacity in November 2025, and a 1-gigawatt campus running around the clock would use roughly a fifth of the state's yearly electricity, a columnist wrote in The Statesman. "The Mahanadi is already a contested river, and the state's agriculture depends on the same basins," he wrote. "MoUs are announcements; megawatts, aquifers and trained engineers are constraints."
