Innlandet's data center is Green Mountain's OSL-Hamar campus at Heggvin business park, straddling the Hamar and Løten municipalities, built for TikTok. It was announced in March 2023 and has five 30MW buildings. Green Mountain says it invested about 9.7 billion kroner in the first three, which TikTok uses to store and process data for its European users under Project Clover. According to a Menon Economics report commissioned by Green Mountain, 220 people work there permanently, and TikTok invested about 30 billion kroner in servers and equipment. The first building was handed over in November 2023 after Hamar and Løten approved the development the previous autumn. "This is the biggest industrial investment in Innlandet ever," said the regional development agency Hamarregionen Utvikling.
The power it takes has been the argument. Green Mountain's own figures put the campus at 150MW, and at full capacity it could use nearly 1 percent of the electricity produced in Norway, NRK reported; the company told E24 real use is normally 50 to 70 percent of that. "There is a power surplus in the region," chief executive Svein Atle Hagaseth said. "They will take power that will be in short supply for the production of something that is not socially useful," said Frode Alfheim, leader of the LO union Industri Energi. Red Party MP Sofie Marhaug called it "a waste of power" that should go to climate-friendly industry, "not TikTok cat videos". The government decided it had no grounds to intervene but placed Green Mountain under Norway's security law. Innlandet's grid is now tight: at a regional meeting, Statnett and the grid company Elvia said capacity was essentially full, with transformer upgrades planned for 2026 and 2027 and a move from 300kV to 420kV lines by 2035, the Innlandet branch of Friends of the Earth Norway reported.
