Østfold has three large data center plans, none yet approved. In Våler, Google has applied for 480 megawatts of grid power for a possible data center at Gylderåsen, but says it has not decided to build. In Sarpsborg, DC Sarpsborg, a company in which the municipality holds a large stake, plans a very large data center on about 2,152 decares (530 acres) of mostly forest at Hasle. In Halden, the paper company Norske Skog and Green Mountain signed a letter of intent to explore a data center at the Saugbrugs mill, which is being rezoned.
"We have not made any investment decision yet. We have not decided whether we will build a data center there; it depends on whether we get access to power," said Sondre Ronander of Google Norway (translated from Norwegian). In Sarpsborg, Red Party group leader Jan Petter Bastøe said: "We are very critical of this." Mayor Magnus Arnesen said the skepticism rests on a one-sided picture of data centers, and zoning work has begun.
Red Party MPs Remi Sølvberg and Sofie Marhaug want a halt to new data centers until Norway has a licensing system. "Now data centers make up 50 percent of the queue at Statnett," Marhaug said on a visit to the Våler forest where Google may build.
