Two data center campuses are growing in Carnaxide, in Oeiras, close to where undersea internet cables land at Carcavelos. AtlasEdge opened its LIS001 building there on October 28, 2025, the first stage of a campus it says will cost more than €500 million and reach 30 megawatts of power. Digital Realty bought a building and land in Carnaxide for $8.3 million and expects it to open in early 2027 with up to 2.4 megawatts. In Vila Franca de Xira, Merlin Properties is building a 36-megawatt data center.
The strain is on the power grid. According to the environmental group ZERO, data centers account for more than 70% of the capacity requested from grid operator REN. A 2026 government resolution treats data centers as critical infrastructure and speeds up approvals; ZERO says it sets no binding rules on renewable power, water or waste heat, and warns data centers risk becoming "predators of resources" (translated from Portuguese). Renewable energy developer João Correia asked who will pay for the grid upgrades they need, if not ordinary consumers through their bills.
