Ningxia's data centers are concentrated in Zhongwei, a desert city on the southern edge of the Tengger Desert that is one of China's national computing hubs. Its Western Cloud Base now holds nine data center parks, including those of Amazon, China Communications Construction, China Mobile and China Telecom, plus backup data centers for eight central government bodies, Xinhua reported in March 2026. The newest is China Communications Construction's park, recently opened, with more than 140 megawatts of computing load.
Amazon's cloud has been here since 2017, when AWS opened its China (Ningxia) region with two availability zones run by a local partner, Ningxia Western Cloud Data Technology, to meet Chinese law. The data center operator Chindata has announced a 24 billion yuan cluster of three data centers in Zhongwei, which DCD headlined as 1.2 gigawatts, without a timeline or exact site. Xinhua says 13 AI models, including Baidu's and Tencent's, are trained in Zhongwei.
Building the base had a local cost: the city relocated farmers who grew the wolfberries and watermelons Zhongwei is known for to make room for the industrial park, the research institute MERICS reported.
