Data centers in China: 67 projects mapped

China's biggest data center cluster is in Ulanqab, a windy city in Inner Mongolia northwest of Beijing that sells itself on cheap power. On August 6, 2026, Envision Group opened its Envision Galaxy Campus there, which it calls China's largest AI computing park, planned for 2 gigawatts of power with more than 80 percent of its electricity from directly connected renewable sources. DeepSeek, the Hangzhou AI company, is planning its own 1-gigawatt data center in Ulanqab and aims to bring part of it online by the end of 2027 or early 2028, Bloomberg reported.

More than a dozen companies have projects planned in Ulanqab, according to a compilation of local government approvals cited by Bloomberg. Local officials say data takes 4.2 milliseconds to travel from Beijing. "When electricity is cheap, tokens are cheap," Zhang Xiaorong of the Cutting-Edge Technology Research Institute told the Global Times, adding that this gives Ulanqab "a significant advantage." Much of what China has built sits idle. After local governments competed to back data centers, the government estimated utilization at around 20 to 30 percent, and more than 100 state-backed data center projects were canceled in 18 months, Reuters reported in 2025. The Ministry of Industry and Information Technology is working with China Mobile, China Unicom and China Telecom on a national platform to sell the surplus computing power, with common connection standards expected by 2028.
