Huawei operates its Ulanqab Cloud Data Center in the Chahar High-tech Industrial Development Zone, calling it its largest computing hub in northern China. Huawei began the Ulanqab partnership in 2013, and the first of four planned construction phases opened in 2016.
The site's average annual temperature is only 4.3 degrees Celsius, cool enough to run on outside air most of the year, which Huawei says keeps its year-round power usage effectiveness below 1.26, well under the industry average near 1.8. The center runs Huawei's government cloud, which the report says connects nearly 200 business systems across dozens of local agencies.
