Data centers in Flevoland: 2 projects mapped
Two large data centers are planned in Flevoland. In Lelystad, Equinix is investing €1.5 billion in a 150-megawatt data center on the Flevokust Haven business park, allowed under a 2021 zoning change, so the city can no longer stop it. In Almere, the Dutch company Ocom, through EvoSwitch, plans a €61 million campus on the Sallandsekant business park beside the Hoge Vaart canal, still awaiting permits from the province, water board and city. The province's council is due to adopt new rules on where data centers may go at the end of 2026.
Lelystad's council was misinformed about Equinix. A notice to councilors put its power use at 3,000 to 5,000 households; the real figure is about 200,000, Omroep Flevoland reported, more than the whole city uses. Equinix said it would draw spare power straight from the neighboring Maxima power station, but owner Engie said it had not been asked: "The neighbor is speaking a bit out of turn" (translated from Dutch). The city now says it was explicitly agreed in 2021 that the site must not become a hyperscale center.

The Almere campus would use about 272,000 megawatt-hours a year, like more than 80,000 households, and take about 225 million liters a year from the Hoge Vaart for cooling, about 80% of which evaporates. It would keep almost a million liters of diesel underground for 28 backup generators. EvoSwitch says it will start at 10% of capacity and reach full use only after five to ten years; a second building is planned for 2028.
The province's draft plan would allow new data centers only on existing business parks linked to energy hubs, and only where they do not hold up house building. Zeewolde, where Meta dropped a giant campus in 2022, is fighting again: the Amsterdam region's maps drew a possible data center cluster on its land. "As far as we are concerned, the MRA's plans are objectionable," alderman Helmut Hermans said.
