Bangkok's data center fight is over Damac's new data center next to Rama 9 Hospital on Rama IX Road, which was still testing its cooling system before opening. The Department of Energy Business found about 200,000 liters of diesel stored there for backup generators without the required license, ordered it removed and filed a police complaint on September 3, 2026; the penalty can be up to two years in prison, a 200,000-baht fine, or both.
Residents around Soi Rama IX 6 in Huai Khwang district had complained of an oil-like smell for more than two months, with nasal irritation and itching, and some said it left them dizzy or vomiting. Pollution inspectors found murky, oily water at a drain outlet; the operator said a contractor testing backup generators had spilled fuel. The clean-up removed 32 cubic meters of contaminated water and sludge. The Energy Ministry and the Bangkok Metropolitan Administration now say they will not allow data centers to store generator fuel in densely populated neighborhoods.
Damac's data center arm owns 70% of the site and the Thai company PROEN 30%; Damac plans five to six data centers in Thailand for $1 billion. In Bang Na, Evolution Data Centres has pre-leased the 12-megawatt first phase of its TH01 site to a large cloud company, due online at the end of 2026, with a 40-megawatt phase due in 2027. Nationally, Thailand has paused construction of 49 data centers while it writes rules on zoning, distance from neighbors and fuel storage, without naming which ones.
