Data centers in Hawaii: 1 project mapped
Hawaii has no large data center and no proposal for one, but Hawaii County is moving to keep them off the Big Island. Bill 170, from Hamakua Councilmember Heather Kimball, would ban AI data centers by separating them in the zoning code from ordinary data processing facilities, which are already allowed on industrial-commercial mixed-use land. The Windward Planning Commission deferred it 4-0 on September 3; it meets next on October 1 and the Leeward Planning Commission on October 15, and both must send the County Council a recommendation by November 4.
Planning Director Jeff Darrow supports the distinction but suggested allowing data centers of up to 10,000 square feet in general industrial areas, with a use permit and public review for anything larger; he warned that an outright county ban could push developers to seek state approval instead. Most of the more than 40 pieces of testimony backed the bill. "Hawaii County should prohibit all dedicated data centers regardless of size for at least 10 years," resident Michelle Stefanik testified. Kimball said the concern is real: "I want to get ahead of it."
The one tracked data center is on Oahu: Servpac's MTP Data Center in Mililani Technology Park, a 30,000-square-foot building that is the state's only Tier IV-certified data center. On January 22, 2026, Servpac broke ground on a $13 million, 15,500-square-foot second building that will increase the facility's size by 50 percent.
