Data centers in Clark County, Indiana: 2 projects mapped
Meta's $800 million data center, a roughly 700,000-square-foot campus on 619 acres of the River Ridge Commerce Center in Jeffersonville, is nearing completion; River Ridge's director expects some operations to start this year and the campus to be fully running by the end of 2027. In Charlestown, a smaller 55,000-square-foot data center by Qlever and ION Louis in the Shadow Lake Business Park won a 4-3 plan commission vote on July 20, 2026.
Meta's property taxes stay inside River Ridge, a tax increment financing district, to pay for its roads and utilities rather than going to the city or schools, and River Ridge, not the city, controls zoning there. City officials said Meta paid $4 million upfront in sewer capacity fees and will pay $300,000 to $400,000 a month in sewer charges. Neighbors have complained about blasting, generator testing and damage to their homes. "So we've sacrificed a lot in our neighborhood for one of the richest corporations in the world," said Rachel Wurfel.

The Charlestown developers say their building will use up to 5 megawatts of power and will not be used for AI. More than 800 people signed a petition against it. "This is where families live, children play and people have invested their life savings," said Jordan Flaherty, who lives less than 100 feet from the site. The approval came with conditions, including an eight-foot berm with trees, blasting surveys and an environmental study.
Elsewhere, towns are closing the door. On August 3 the Jeffersonville City Council voted 8-0 to pause new data centers for a year while it writes rules, and a council member proposed confining future ones to a special district. The pause does not reach Meta. In July the Clarksville Town Council voted unanimously to bar data centers from every zone in town.
