Norfolk County's one data center on the map is Digital Realty's campus in Needham, about 12 miles outside Boston, and no new one has been proposed. The older building, 128 First Avenue, was built by Level 3 Communications at about 200,000 square feet; Digital Realty agreed to buy it at the end of 2009. In 2013 the company opened a second, three-story building of 130,000 square feet next door with 10 megawatts of power, bringing the campus to nearly 450,000 square feet.
Any new large data center here would face new state rules. Under an order Gov. Maura Healey signed on September 8, 2026, a data center using more than 25 megawatts must reach a community benefits agreement with its host town before state permits can go ahead. "Unless a community says yes to a data center, we're saying no," Healey said. The order also bars secrecy agreements between state agencies and data center developers.
