Data centers in New Hampshire: 2 projects mapped
Two data centers have been proposed around Concord in recent weeks: one likely at the former Merrimack Station coal plant in Bow, where owner Granite Shore Power has asked Eversource to study a connection, and one on a vacant lot in East Concord. Neither site's size has been made public. Governor Kelly Ayotte opposes both and says she will put a multi-year statewide moratorium in her next budget, which could take effect no earlier than July 2027.
The backlash started in Nottingham. Hampton businessman Tom Moulton filed a preliminary application in April for a data center at the Nottingham Business Park on Route 4; within a week of news reports, an online petition had thousands of signatures, and he withdrew on May 27, the day of the planning board meeting. Almost everyone in town draws water from private wells. "My neighbors, specifically, had to actually drill deeper, just to get water," resident Rudy Pavlesich said. On September 8, voters approved a 12-month moratorium on data centers, 1,335 to 143.

Rochester's city council went further: an ordinance in effect since August 18 bars data centers from every zoning district except the recycling industrial district, where they need a conditional use permit. No proposal had been filed there.
At the Statehouse, the House tabled Sen. Debra Altschiller's bill protecting towns' power to regulate data centers in May, after a committee rewrote it to limit that power. Since then House Democrats have proposed a 24-month statewide moratorium, and on September 17 Senate President Sharon Carson said the Republican majority would pursue one as well. A UNH Survey Center poll found 67% of residents oppose local data center construction. The next legislative session begins in January 2027.
