Data centers in Genesee County, New York: 1 project mapped

For nearly 15 years the Genesee County Economic Development Center has tried to fill STAMP, a 1,250-acre industrial park in the Town of Alabama, and it is now counting on a data center to do it. After tenant Plug Power canceled its plans there, the agency turned to Stream U.S. Data Centers, which proposes a three-building, 2.2-million-square-foot campus on about 90 acres. The project would use 500 megawatts of power, more than 80 percent of the 600 megawatts already built for the park, and its cost has grown from $6.3 billion to $19 billion.

Investigative Post found the agency is offering Stream $1.46 billion in tax breaks for 125 jobs, about $11.7 million per job, which it said may be the highest per-job data center subsidy on record. "Giving a company $11 million per job is unjustifiable in my opinion," said Kasia Tarczynska of Good Jobs First. Town of Alabama resident Sharon Larmon said: "We are hardworking, blue-collar people. We pay enough taxes." Stream proposes paying the county, town and school district an average of $9.5 million a year in property taxes and host fees.

The project's path narrowed in July 2026. The Tonawanda Seneca Nation and the Sierra Club sued on July 13, arguing the 2012 zoning agreement underpinning all of STAMP is illegal under state law. The next day, Governor Kathy Hochul ordered a one-year pause on state permits for data centers over 50 megawatts and proposed ending state data center tax subsidies. The state's Department of Environmental Conservation says it won't approve the stormwater permits STAMP needs until it reviews an updated wetland study and a noise study on the neighboring Nation's land.
