Data centers in Scioto County, Ohio: 1 project mapped

Scioto County's data center is Google's Project Dazzler, a planned 500,000-square-foot, $1 billion campus on about 792 acres in Green Township, east of the Ohio River near Franklin Furnace. The project first appeared in January 2026 under the name Tilted Gate LLC, and the county commission approved a 75 percent, 15-year tax abatement on January 22, worth $500,000 a year plus more once built; Google was confirmed as the company once the vote was taken. The environmental permits it still needs are under review at the Ohio EPA, which has not yet decided on them.

Dozens of residents questioned commissioners at a January 15 public meeting before the abatement vote, after officials said for months only that they were talking with a "Fortune 100 tech company" under a nondisclosure agreement. On May 28 and 29 the Ohio EPA sent comment letters on Tilted Gate's wetlands permit and its water-quality certificate, both required before construction begins, asking for a drainage study, a plan for soil stockpiles in the floodplain, and a full stormwater plan; the agency said the applications could be denied if the concerns are not addressed. Its drinking water division flagged possible effects on Ginat Creek, the Ohio River, and the water systems serving Portsmouth and Scioto Water Inc.'s Sugar Camp customers.

In March, Green Township residents petitioned their trustees to begin writing zoning rules for data centers, WOUB reported, and Conserve Ohio volunteers circulated petitions aiming to put the question to county voters. At a May 2026 information fair, Google's Ohio data center operations manager, Timothy Chadwick, told WSAZ the company would pay for all of the campus's electricity and for AEP's local infrastructure upgrades, and that it discharges water only to public sewers; he said Google had not yet chosen between water and air cooling. Resident Patrick McDavid said his worries were shifting from the economics of the project to its environmental effects.
