Castro County's only known data center is Alborz, a 40-megawatt bitcoin mine on FM 168 near Happy, next to the Astra Wind Project. Cipher Mining, now Cipher Digital, built and ran Alborz through a joint venture with wind developer WindHQ; Cipher's 2024 annual report to the Securities and Exchange Commission describes the site as powered solely by the wind farm next door. In March 2026, mining hardware maker Canaan bought Cipher's 49% stake in the venture, which also owns two other West Texas mines, for $39.75 million in shares; WindHQ kept its 51%.
The wind farm that powers Alborz, Astra, covers about 11,000 acres of former ranch and farm land stretching across Randall, Castro and Deaf Smith counties, about 30 miles south of Amarillo. No tax abatement, zoning case or public hearing tied to Alborz has been reported in Castro County. Elsewhere in the Panhandle, Floyd County commissioners facing a proposed Amazon data center campus have looked at a tax abatement as their main tool to require air cooling and on-site power, since county government otherwise has little authority to set conditions on projects like it.
