CyrusOne wants a 10-year tax break for a $600 million, 144-megawatt data center campus on Highway 199 near the Wise County line, and residents have sued the county over how commissioners handled it. The company applied in January 2026 for a reinvestment zone and abatement on 250 acres, planning two buildings on a site master-planned for six. Its power would come from the Wise County Power Station, the gas plant across the road.
At a May 28 community meeting in the Perrin-Whitt school gym, CyrusOne president John Hatem said the abatement would cut 30% of county property taxes while the site still pays full school taxes, cap noise at 65 dBA by day and 55 at night, and bring more than $2.3 million to county law enforcement and emergency services. He said cooling water would be trucked in: "We will not use your water for cooling. We will not waste your water." About 40 jobs would result, he said: "This is about the tax revenue this brings to the county." County Judge Keith Umphress called the agreement "the only oversight the county has."

A June 8 hearing was pulled after the county missed the state's 30-day public notice deadline and was rescheduled for July 27. Resident Bobby Miles filed an Open Meetings Act complaint over a May 20 tour of an operating CyrusOne site in Allen that commissioners took with company staff, and on July 8 the North Texas Heritage Association sued the county, the judge and all four commissioners, alleging the tour let commissioners discuss the deal outside public view. The suit seeks to block the county from acting on anything agreed during the tour.
The rescheduled July 27 hearing was Jack County's next public step on the abatement; the vote was scheduled for that date and no result has been published. Neighboring Wise County, which has no data centers of its own, passed a resolution in March asking the Legislature to give counties more power to regulate them.
