Data centers in Jefferson County, West Virginia: 1 project mapped
A QTS-backed data center campus near Kearneysville straddles the Jefferson-Berkeley county line; 191 acres on the Jefferson County side are zoned industrial, but no site plans have been filed with the county planning office. IB10 Martinsburg LLC bought the parcels in July 2024, and the project has access to a natural gas pipeline and two high-capacity transmission lines. On the Berkeley County side, planners approved a concept plan in March 2025 for two buildings on 90 acres, reached from Charles Town Road. "We are in the initial stages of planning," a QTS representative said.
Jefferson County has been writing rules for data centers rather than reviewing this project. In June 2025 the planning commission scheduled a draft ordinance covering data centers and solar for public comment at its July and August 2025 meetings, and it directed staff to cap public comment at 90 minutes per agenda item. The Jefferson County Foundation said the commission had "usurped the processes" needed to change its rules. West Virginia's 2025 law on "high-impact" data centers already limits how much counties can regulate certified projects.
The public comment sessions on the draft ordinance were scheduled for July and August 2025; no result has been published.
