Data centers in Logan County, West Virginia: 1 project mapped

Logan County's part in the Adams Fork Energy project is the second of its two data center sites: the Harless Industrial Park in Holden, near the Mingo County line. New York-based TransGas Development Systems plans an off-grid gas power plant there, run as a microgrid, to power a data center. It is a near twin of the plant planned at the old Twisted Gun Golf Course in Wharncliffe, across the line in Mingo County. Each plant would have 117 gas engines, 114 running full time, backed by diesel stored in 40 tanks. Each would be able to generate more than 2,400 megawatts, and each is permitted to emit up to 206 tons of carbon monoxide, 194 tons of nitrogen oxides, 118 tons of volatile organic compounds and 188 tons of fine particulate matter a year.

Residents of the two counties have organized together. About 50 people from Mingo and Logan met at Wharncliffe Park in August 2025. Wilma Steele asked who knew someone living with black lung, and almost 40 hands went up. Gilbert resident Pam Surber said she brings the project up with cashiers and people in line at the store and rarely finds anyone who has heard of it. "All the money, all the jobs in the world are not worth the health of my family, of my neighbors, of my community," she said. The Department of Environmental Protection approved air permits for both plants in October 2025, after a virtual hearing and a later in-person hearing in Gilbert.

Much less has been reported about the Holden site than about Wharncliffe, and several basics could not be established from published reporting. They include how much water it would use and where that water would come from, when construction would start, and whether the state has certified it under the 2025 data center law. That law, House Bill 2014, bars counties from enacting rules that would hinder certified data center and microgrid districts. It sends 30% of the property tax from such projects to the host county, with the rest going mostly to a state income tax reduction fund. The federal lawsuit against Adams Fork was brought by Mingo County residents; a judge refused to halt the project in December 2025 while the case goes on.
