In June 2026, meeting in Lyman, the County Commission unanimously granted a conditional use permit for Prometheus Hyperscale's 1.25-gigawatt campus on 506 acres of the Thornock family's ranch near Evanston, following its planning and zoning committee's recommendation, Cowboy State Daily reported. Public comment ran roughly even for and against. Prometheus says the campus will run as a fully islanded microgrid on its own natural gas engines and turbines, off the public grid, DCD reported; the company was known as Wyoming Hyperscale Whitebox when it first planned a 120MW campus on the site in 2020. Founder Trenton Thornock said its closed-loop cooling would draw no water from the county system and use about as much water as 15 homes for bathrooms and offices. He said the company sought no tax abatements. "I didn't ask for any handouts," he said. Supporters cite about 3,800 construction jobs and about 200 permanent ones. Conditions on the permit include dust and noise limits, closed-loop cooling and a requirement that electric rates not be adversely affected.

Opponents drew on the county's history. Petition organizer Alex Rossi pointed to an Evanston deal for a brewery in the Roundhouse that was sold as worth $2.8 million over ten years and still had not opened five years later. "So my concern is, say something goes a little south for Prometheus," he said. "And we end up holding the bag again as residents." Attorney Parker Jackson urged the commission to treat the project as a test of property rights: "I think we have to have a level playing field, both for property owners and for businesses." In July three residents filed a petition in court for administrative review of the approval, alleging unadvertised meetings and undisclosed family conflicts of interest, which county officials denied, and arguing an environmental study of the cooling system was needed. On August 17 Judge James Kaste dismissed it, finding the petitioners had not answered a motion to dismiss in time or shown how they would be harmed. Prometheus president Trevor Neilson called it "a really frivolous appeal". He said the company's $16 billion investment in Uinta, matched by a second campus planned in Natrona County, would raise county tax revenue by about 70 percent.
