Caroline Center for Innovation data center, Ruther Glen, Virginia

The Caroline Center for Innovation is a data center campus proposed through a pending rezoning application for parcels along Dry Bridge Road in Ruther Glen, Caroline County, Virginia, just south of the site of the Thornberry Data Center Campus. Thornberry's May 2025 filing described it as a pending zoning application that, together with Thornberry, would increase the area that can be developed for data centers by several hundred acres. Its current status is unclear: the county's list of pending rezonings includes Thornberry's case but no case under the Caroline Center for Innovation name.

In December 2025, reviewing a separate data center nearby off W.C. Spratt Drive, Caroline County planners told the Planning Commission that 354 acres to the south of that site had been the subject of a rezoning request for a data center that was withdrawn in August 2025; the minutes do not name that project. The same planners warned that Dry Bridge Road is "a narrow secondary road with many tight curves."

The area around Carmel Church has drawn several data center proposals. The Board of Supervisors expanded the Carmel Church Growth Area in September 2024 to take in properties along Dry Bridge Road and Carneal Lane and extended the technology land use designation there. Thornberry, LLC seeks to rezone 657 acres next door for a data center campus, a case still awaiting a hearing date. CleanArc Data Centers is developing a 650-acre campus at the former Virginia Bazaar near the Ladysmith interchange. On September 22, 2026, the supervisors voted 4-2 to rezone 916 acres for Luck Stone's Carmel Technology and Enterprise Center industrial park.

Any data center rezoning here is decided by the Caroline County Board of Supervisors after a public hearing. The latest public record on data center projects in the area is from September 2026.
