Central Coweta Industrial Phase II data center, Newnan, Georgia

Central Coweta Industrial LLC, a Senoia company tied to Brent Scarbrough & Company, put a $4 billion data center development, later nicknamed Project Oak, into Georgia's regional development review in October 2025. The plan, officially called Central Coweta Industrial Phase II, called for eight data center buildings totaling 2.4 million square feet on 458 acres near Newnan, in Coweta County, bounded by Bullsboro Drive, Coweta Industrial Parkway, US 29 and Interstate 85, with three substations and projected annual local tax revenue of $40 million.

Three Rivers Regional Commission planner Stephanie Wagner told the developers that, unlike past reviews, citizens could no longer comment directly: "Although past DRI reviews had been open to citizen comments, we have adjusted the procedure." By August 2026 the developers had cut the project to a 255-acre industrial parcel zoned in April 2024, around Lake Amlajack, and asked the county to lift a zoning condition that limited the site to about 2.1 million square feet of office and warehouse use so it could be built as a data center instead.

Homeowners near Walt Sanders Road formed a group called Stop Project Oak; a county filing projected the site would use 28,000 gallons of water a day. "I don't want a big giant industrial building with bright lights and loud noises right in our backyard," said resident Robin Angus, while Michelle Lore said her biggest worry was the strain the project would put on water and air quality: "what our children breathe in."

The Coweta County Board of Commissioners denied the rezoning unanimously on August 25, 2026, despite the developers' offer to fund extensions of the boulevards that serve the site; zoning coordinator Nicole Blackwell said the county had received 121 letters of opposition from 112 individuals and none in support. Commissioner Jeff Fisher, who had voted for two other data center projects in the county, explained his vote: "Project Peach, Project Sail and Project Oak are three different projects, and supporting one doesn't mean I'm automatically going to support the next one." The land stays zoned industrial, limited to office and warehouse use, and under county rules the developers must wait six months before applying again.
