CoreWeave's data center at 216 Greenfield Road in Lancaster, Lancaster County, Pennsylvania, is under construction and due to open in summer 2027, and no hearing was ever held on whether a data center belongs there. The city's zoning officer classed it as wholesale trade and storage, a use already allowed in the Suburban Manufacturing district, so only land development plans needed approval.

"They are not the same thing, and should never ever have been called the same thing," said resident Frank Arcoleo, who appealed that ruling in August 2025, but in December 2025 Lancaster County Judge Thomas B. Sponaugle ruled against him on procedural grounds. Council President Amanda Bakay said she wanted every data center project to come before council or the zoning board, and council is drafting data center rules, though they will not cover this site or a second CoreWeave building planned at 1375 Harrisburg Pike because of a community benefits agreement already signed with the developer. Chirisa Technology Parks, the site's co-developer, agreed as part of that community benefits agreement not to cool the facility using large volumes of water, and commissioned an acoustic study that found a neutral noise impact, which the city said it was checking independently.

Two more buildings are planned: a second at Greenfield Road in late 2027 and one at 1375 Harrisburg Pike in 2029, on a site that held the old LSC Communications and R.R. Donnelley printing plants. CoreWeave announced the project in July 2025 at a Pennsylvania energy summit attended by Governor Josh Shapiro, putting the cost at up to $6 billion, starting at 100 megawatts of capacity with room for 300, and projecting 600 to 1,000 construction jobs and 150 permanent positions.

The city has so far collected $327,345 in real estate transfer tax and about $7.8 million in phase one building permit fees. The city council, which is drafting the data center rules that will not apply to this project, next takes the zoning ordinance amendment to a public hearing before the full council.
