Project Scott data center, Archbald Borough, Pennsylvania

Project Scott is an 18-building data center campus on about 400 acres that Provident Realty Advisors of Dallas, operating as Archbald I LLC, has proposed on Eynon Jermyn Road next to Staback Park in Archbald Borough, Lackawanna County, Pennsylvania. Archbald has 51 of the more than 90 data centers proposed in Lackawanna County, 30 of them along the roughly one-mile stretch of Eynon Jermyn Road near Valley View School District's schools. The Archbald Borough Council voted 5-0 in March 2026 to deny Project Scott's application, but the developer has asked the Lackawanna County Court of Common Pleas to rule the project automatically approved over a missed hearing deadline, so the project remains blocked while the court decides.

Provident's Nick Farris told a crowd at Valley View High School: "I think that this is the best data center site in this area of the country, by far," and the audience began to laugh as he described data centers as a boon for communities. The Valley View School District, which has four schools serving about 2,400 students, has asked to join both the borough's fight against the deemed-approval claim and residents' separate challenge to Archbald's zoning ordinance, arguing the campuses sit "dangerously close" to its schools.

In November 2025, Archbald's council adopted a data center zoning ordinance despite heavy opposition; every member who voted for it has since left office or resigned. In July 2026, Lackawanna County Judge Mark Powell ruled that eight residents living 1,600 to 5,200 feet from the overlay districts have standing to challenge the ordinance, rejecting developers' argument that they lived too far away.

The Lackawanna County Court of Common Pleas will now decide whether Project Scott was automatically approved, whether the council's denial stands, and whether the 2025 zoning ordinance survives. A hearing on whether the school district and the Lackawanna County Housing Authority can join the case was scheduled for September 3, 2026; no result has been published.
