Project Stratos Eastern data center, Snowville, Utah

The Stratos project, including its eastern site along Interstate 84 at Hansel Valley Road near Snowville, would put hyperscale data centers and energy generation on up to 40,000 acres of largely undeveloped land in unincorporated Box Elder County, Utah. Celebrity investor Kevin O'Leary and the Military Installation Development Authority are leading the project on private, Utah National Guard and Hill Air Force Base land, which the Box Elder County Commission approved including on May 4, 2026.

Utah Clean Energy estimated nine gigawatts of on-site combined cycle gas generation at full build-out would burn about 448 billion cubic feet of gas and emit 30.2 million tons of carbon dioxide a year, using 16.6 billion gallons of water. With reciprocating engines instead, the group put the figures at 41 million tons of carbon dioxide and 12,000 tons of nitrogen oxides a year, and said, "Utahns deserve more information and facts about this proposed project to fully understand its impacts."

On April 27, 2026, the county commission delayed its vote after more than 80 people filled the meeting demanding a chance for public input, while state leaders sought a fast decision. A week later, at a contentious meeting at the county fairgrounds in Tremonton with sheriff's deputies controlling protesters, the Box Elder County Commission approved the project.

Box Elder County commissioners approved a 180-day moratorium on new data centers and power plants on June 10, 2026, running from June 11 to December 8, 2026, but the already-approved Stratos project is unaffected by it.
