Eagle Rock Partners is a Charlotte-based development firm whose data center campuses have met resistance in three states. On Aug. 12, 2026 it abandoned Meridian Technology Park, a planned $6 billion, 1,000-megawatt campus on farmland southwest of Taylorville in Christian County, Illinois; the county board president said the company feared its planned power supplier, the long-delayed Lincoln Land Energy Center gas plant, may never be built.
About 400 people, most of them opposed, had turned out at a June 16 county board meeting, and a petition for an immediate 18-month moratorium on data centers in Christian County gathered just short of 700 signatures.
In Georgia, Eagle Rock Partners and Thomas & Hutton Engineering withdrew their application to rezone more than 600 acres in Jones County for the Crooked Creek Technology Park in October 2025, before its planning and zoning hearing and amid organized opposition. Jones County commissioners then created a new zone where data centers are a conditional use, and residents sued, saying the process denied them proper notice. "We're dead in the water," the development authority's attorney, Kevin Brown, said of the industrial park while the lawsuit is pending.
In neighboring Twiggs County, commissioners voted on Sept. 18, 2025 to rezone 291.5 acres for an Eagle Rock Partners data center, after weeks of debate about water, energy and the local black bear population. The site near Dry Branch is owned by an affiliate of the timber company Weyerhaeuser, and the project was reported at $5 billion.
In South Carolina, Eagle Rock Partners proposes a $6 billion, nine-building, 860-acre campus on timberland near Walterboro in Colleton County, which would be the state's first gigawatt data center. At a packed three-hour meeting in December 2025 only founding partner Ken Loeber spoke in favor, while residents, environmental groups and a state senator objected to its closeness to the ACE Basin estuary and its possible draw on the Ashepoo River and groundwater.
"The most significant conservation achievement in the state of South Carolina, I'd dare say on the entire East Coast, is the protection of the ACE Basin," state Sen. Chip Campsen told the county zoning board.
