Seika, the town where Kyoto Prefecture's data centers cluster, has decided it has enough. The town said it will in principle stop recruiting new data centers to its science-city district, citing their heavy electricity use, the environmental concern from large emergency generators, and the fact that, unlike manufacturing, they do not bring many jobs. Exceptions would go only to facilities that fit the surroundings and serve as research and development infrastructure; the town said it is giving advance guidance to already-approved projects so environmental problems do not arise. Nearby in Kyotanabe, the logistics developer Prologis said in June it was considering a data center or warehouse on about 95,000 square meters next to its existing Prologis Park, with construction around 2026 to 2027.
Seika sits in the Kansai Science City (Keihanna) research district on the borders of Kyoto, Osaka and Nara. On April 9, 2026, NTT DATA opened its Keihanna OSK11 there, a four-storey, air-cooled building with 30MW of IT capacity, NTT's 14th data center in Japan. The "Osaka" names on two of the town's other sites, STACK's KIX01 and Kansai Electric Power CyrusOne's OSK1, refer to the wider Kansai region the campuses serve; both are also built in Seika, inside Kyoto Prefecture, on land including a lease from the ATR research institute. Kansai Electric Power CyrusOne, a 50/50 joint venture between the utility and the US operator CyrusOne, broke ground in September 2024 and is due to begin operating in fiscal 2027, the Denki Shimbun reported; the venture aims for 900 megawatts of total capacity within about ten years.
