Tochigi is where the Tokyo data center market is looking for power, and two cities are going about it differently. In Utsunomiya, the prefectural capital, the city is running Japan's first public tender to choose a data center developer, on a site next to TEPCO Power Grid's Shin-Tochigi substation, which can supply up to 400 megawatts. The city opened applications on April 30, 2026 and closed them on June 19; it plans to choose a preferred bidder in late October and settle on a company next March, then support land purchase and site work from 2029, the Shimotsuke Shimbun reported.
In Tochigi City, NTT Global Data Centers has already bought in. In February 2025 it signed a contract with the city for about 13 hectares in the Tochigi Interchange industrial park, near a TEPCO switching station, after being picked from two data center applicants. NTT plans two buildings totalling about 100 megawatts, with the first to open in fiscal 2028 and the second in fiscal 2031, and an initial investment of 250 billion yen excluding land. Mayor Okawa said the city had attracted a company suited to the times that would help with jobs and finances.
Utsunomiya is set to name its preferred bidder in late October 2026.
