Citrus County's fight over data centers centered on Deltona Corporation's applications for the Holder Industrial Park, a comprehensive plan amendment and zoning change that could have opened the way for a data center near the city of Hernando and the community of Holder. Spectrum News Bay News 9 reported that the request would have converted almost 800 additional acres of agricultural and residential land to industrial use, expanding the park from about 557 acres to a little more than 1,300 acres and re-designating it for heavy industrial use. DatacenterDynamics described the combined footprint as around 1,400 acres and noted that Deltona is primarily known as a homebuilder.
On May 13, 2026, the Board of County Commissioners agreed to impose a moratorium of no more than 12 months covering building permits, development orders and rezonings tied to data centers, with a formal ordinance to follow at the board's next meeting, Bay News 9 reported. Among those opposed was farm owner April Bulla, who lives a few miles from the proposed site near County Road 491 and Tram Road in Lecanto and said developers seem to target rural communities "that sit on top of the aquifer." "If you allow a data center to be built here in Citrus County, people will not forget that," resident Tracy Landry told commissioners. "Personally, I'm a nature girl," said Commissioner Holly Davis. "I grew up here; I don't want them here." Commissioner Jeff Kinnard said the county needed "an ordinance on the book that is specific to data centers to protect our environment, to protect our neighbors," and called the staff draft then headed to the planning board incomplete.

Because Deltona had filed before the moratorium took effect, its application still had to be heard. On June 18, 2026, the county's Planning and Development Commission voted it down. "That's not where heavy industrial goes so definitely there are concerns about that," said Joanna Coutu, the county's director of land development and deputy growth manager, describing the surrounding low-density residential, rural residential and agricultural land. An attorney for the applicant, Clark Stillwell, argued that residents' concerns about noise, vibration and water relied on outdated examples. The planning board's vote was not the last word; the county commission had public hearings set for July 14.
Those hearings never happened. According to DatacenterDynamics, the company sent the county a formal notice withdrawing both applications on Tuesday, June 23, 2026, a day after commissioners voted to deny its request to delay a decision. FOX 13 reported that the county canceled the July 14 hearings, that the one-year moratorium remains in effect, and that the county is still working on an ordinance to regulate future data center proposals. Florida's new state data center law, which DatacenterDynamics said bars utilities from passing infrastructure costs on to consumers, took effect on July 1, 2026.
