Data centers in Sangamon County, Illinois: 1 project mapped
CyrusOne plans a $500 million data center campus on 280 acres of farmland at Thayer and Clark roads in Talkington Township, near Waverly and about 14 miles southwest of Springfield. The County Board approved it 17-10, with one abstention, on April 7, 2026, and neighbors have sued to overturn that vote. Circuit Judge Adam Giganti will hear the county's motion to dismiss the lawsuit on October 9.
The plan is six one-story buildings of 250,000 square feet each, using about 600 megawatts of power when fully built. CyrusOne says its air-cooled system will use water "comparable to a standard office building," that it will pay for all power line upgrades, and that it will hire about 100 permanent workers. The site sits just north of the Double Black Diamond solar farm, and most of the land is tied to Dowson Farms of Divernon.

Supporters point to taxes: the parcel pays about $20,000 to $50,000 a year now, and the county estimates about $6.5 million once the campus is built, close to 70 percent of it to the North Mac School District. CyrusOne sought no local tax breaks but signed a 20-year state tax incentive deal in May. "We have to have work, we have to have jobs," said Josh Summers of the Iron Workers union. Opponents worry about power bills, noise and the planned backup diesel generators.
The April vote came before a packed crowd; some people were escorted out, and public comment was cut off after about a quarter of the more than 60 speakers. On July 6 members of the Caruthers family, who have farmed nearby for close to two centuries, and kennel owner Cathy Bettis sued the county. They argue an industrial project cannot go in a farm district as a conditional use, and that the approval was misdated. As of mid-July, no land had changed hands.
