Data centers in Lyon County, Kansas: 1 project mapped
Kanza Park Place LLC plans the Flint Hills Digital Campus, a data center of about 1,000 megawatts of power on 1,000 acres on the north side of Emporia's Industrial Park IV, just west of Americus Road. No end user has been named. On November 3 Emporia voters decide on a petition to ban data centers in the city for up to 10 years, and Lyon County has paused new data centers in unincorporated areas through January 22, 2027.
On July 22 the Emporia City Commission voted 5-0 to approve water and wastewater policies for large users, create a Digital Infrastructure Overlay and rezone 11 tracts for the project, after hours of tense public comment. Mayor Becky Smith said the commission was not giving a "greenlight" to any project. "Feelings are not facts and we are looking for facts," Commissioner Tammi Ogle said. Police removed one person for clapping, which Jay Vehige of Emporia Neighbors United called "outrageous."

Emporia Neighbors United then gathered petitions, and after a judge ordered it, the commission voted unanimously on August 26 to put the data center ban, and a separate ban on battery storage, on the ballot. The city's aging water plant faces repairs costing $75 million or more, and the developer says water rights are still to be negotiated with the city. Evergy is studying the power supply.
The Lyon County Commission voted unanimously on July 23 for a six-month moratorium on data centers and battery storage while staff finish zoning rules. "We want the zoning to guide the development. We don't want the development to guide the zoning," Anna DeLong, speaking for livestock and hay farmers, told commissioners.
