Data centers in St. Charles County, Missouri: 1 project mapped

St. Charles County's fight started with Project Cumulus, a $1 billion AI data center campus that CRG pitched on 440 acres near the City of St. Charles's water wells in August 2025. After residents packed City Hall over water and diesel fuel concerns, the city adopted a moratorium and CRG withdrew its permit application. On May 19, 2026, the council voted 7-1 to ban large-scale data centers outright, while still allowing server rooms at hospitals, schools and companies.

"We have peace, at last," said resident Rodolfo Salazar, who would have lived within a mile of the site. St. Peters and Wentzville have also each adopted their own data center moratoriums. On July 13, the county council unanimously approved a six-month, countywide moratorium on data centers over 100,000 square feet or 5 megawatts, though no proposal was pending at the time. County Executive Steve Ehlmann said, "let's do the moratorium, let's find out what the facts are."

The county moratorium runs through mid-January 2027 unless the council extends it; Missouri law caps such pauses at six months at a time. Ehlmann said the county is watching data center proposals in nearby Franklin and Montgomery counties.
