Warrenton, west of St. Louis, has given Crusoe Energy Systems everything it needs to build: a unanimous site plan approval in January 2026 and, in April, a tax abatement worth an estimated $1.6 billion over 20 years. The Denver company, named developer in November 2025, plans a 340-acre campus with two 805,000-square-foot data center buildings, a substation and an Ameren switchyard on Interstate 70. The first phase is planned for 2027 and the second for 2028, at $8.3 billion of equipment each; no operator has been announced.

On Jan. 20, after a nearly five-hour meeting, the Board of Aldermen voted 6-0 for the conditional use permit, with noise caps, dimmed lighting and more trees, all of which Crusoe accepted. On April 14 the board voted 4-2 for a 75% abatement of personal property taxes on equipment; Crusoe still pays full real property tax, and the abatement disappears if the promised jobs don't materialize. Mayor Eric Schleuter said Crusoe needed the break to attract one of the "top five" tech companies.

"That's insanity," said resident Jessica Sutton, who objected that the deal was negotiated in closed sessions and that promised community payments were contingent and slow to arrive. A group opposed to the project, Protect Our Way of Life Warren County LLC, has retained a lawyer and is exploring legal options. Crusoe still needs a land disturbance review and several permits before construction can start.
