Data centers in Callaway County, Missouri: 1 project mapped

Callaway County has no planning and zoning outside its towns, so its commissioners are negotiating with a $4.5 billion data center on the only terms they have: taxes and contracts. Denver-based Crusoe plans a hyperscale campus on about 200 acres of private farmland in the northwest Kingdom City area. It would be the largest private investment in county history, officials say. The location has not been disclosed, which officials attribute to the seller's privacy. At a July 14, 2026 open house in Kingdom City, attended by hundreds, Crusoe showed two buildings of about 800,000 square feet each, promised 70 full-time jobs averaging $89,700, more than 2,000 construction jobs, over $100 million a year in real estate taxes and $15 million for emergency services and health care facilities. It said construction could start anywhere from fall 2026 to summer 2028. The plan keeps shifting: it began as one building, and by late July Commissioner Christopher Scott said Crusoe might build three smaller ones. Early descriptions spoke of closed-loop cooling with a glycol mix. At the open house Crusoe said it would use 100 percent air cooling and no water for servers. It did not provide a power figure.

"It's not an absolute done deal," Scott told the Fulton Rotary Club; no land had been bought and no water or power agreement signed. Presiding Commissioner Gary Jungermann said Callaway Electric Cooperative has told the county it has no additional power to offer, and Scott said that shortage "kind of imposes its own moratorium" on any second data center. The county plans an 80 percent abatement on personal property such as servers under a Chapter 100 deal, with no break on real estate, and hopes to write noise limits or job guarantees into it, as other counties have. Residents' worries were water, power bills, noise and lost farmland. Auxvasse resident Cathy Vogelweide warned that "the land going under this will never be farmed again." Officials point to Missouri's 2025 Senate Bill 4, which makes large-load customers pay the costs of their electricity and connections. What happens next: the land purchase, agreements with Callaway Electric and the Callaway 2 Water District, and the commission's vote on the abatement.
