A company founded in 2025 won approval from the Chaves County Commission in August 2025 for a 300-acre data center on open land about 20 miles south of Roswell, near Lake Arthur, within a roughly 8,400-acre site it controls. Zenith Volts Corp., headquartered in Cheyenne, Wyoming, says the campus would draw 1,240 megawatts of power, with a 250-acre battery system, on-site solar, natural gas generators and geothermal cooling, and would not connect to the grid. The county's planning and zoning director, Louis Jaramillo, said the county offered no incentives before approving it.
The company's claims are large. Project manager Nick Coleman put the capital investment at $11.7 billion, with up to 900 construction jobs and about 140 permanent jobs, and said the first solar and battery phase would begin within weeks of late October 2025, aiming for operation by late 2027. Zenith had not named a tenant; Coleman said it was in talks with several. DataCenterDynamics has reported that it is unclear who owns Zenith, with the debt provider Equitas Global Financial Guarantee listed as funding it.
