Cleveland has paused new data centers while it writes rules for them. City Council passed a three-month moratorium this summer that expires October 20, 2026, unless the council extends it. The last of three public hearings on the new rules is October 7 at 6 p.m. at the Gunning Recreation Center, and the city is also running an online survey.

The pause followed a surprise. In May 2026 Lakeland Equity Group, a Westlake firm, applied to build a $1.6 billion, 150-megawatt data center campus on a dormant truck yard at 3560 E. 55th St., between Slavic Village and the Industrial Valley. That much power equals the use of more than 100,000 homes. Residents and council members organized against it, and on May 14 the city rejected the permit at zoning review. "Mayor Bibb has serious concerns about hyperscale, standalone data centers in neighborhoods," a city spokesperson said.

Council cut the original one-year proposal to three months. Councilman Tanmay Shah wanted six: "Those billionaire oligarchs like Bezos, Musk and Zuckerberg are dependent on these data centers to be put in our communities," he said. Construction workers packed the hearing in favor. "Cleveland needs an identity," said Mike Bremmer of IBEW Local 38. "We could be the tech capital of the Midwest." The pause covers new standalone data centers and expansions, not companies' in-house server rooms.

Cleveland already has smaller data centers, including Expedient's two sites on Neo Parkway. Cuyahoga County issued guidelines in June 2026 urging its 59 cities and villages to make developers pay for electrical upgrades, set noise and setback rules, and avoid secrecy agreements.
