Data centers in Lucas County, Ohio: 3 projects mapped

Lucas County's live data center fight is in Oregon, the city east of Toledo on Lake Erie. For about ten years the city assembled an industrial park at Wynn and Corduroy roads, spending roughly $8.6 million on land, and in 2024-25 it agreed to sell about 168 acres to developer Will Turner's Capacity LLC for a proposed $2 billion data center. Mayor Mike Seferian says the project could add $20 million a year to the city's budget. The city's own information page says the site would draw about 500 megawatts of power from a high-voltage line just to the north, and 20,000 to 30,000 gallons of water a day for offices and closed-loop cooling, figures supplied by the developer.

The deal has been rocky. On February 9, 2026 council voted 3-2 to give Capacity six more months to finish an electrical study and get gas-pipeline and emission permits; a stripped emergency clause briefly made the vote look like it had failed. In July, City Administrator Brodin Walters confirmed Vantage Data Centers as the prospective developer, with three buildings planned. "It's a really complicated math problem that we have to convince... the community and city council that it's a good deal," he said. Residents' group United Neighbors of Oregon petitioned for a public vote, and Oregon is one of nine Ohio communities voting November 3, 2026 on a charter amendment that would ban data centers over 25 megawatts.

Elsewhere in the county, the door is closed. Waterville Township trustees adopted a one-year moratorium on December 17, 2025, and Monclova Township and Maumee followed in early 2026. Waterville then drafted zoning rules that would require large developments to go through a rezoning voters could challenge by referendum, rather than an administrative permit; the county planning commission sent it back in June without a recommendation after a lawyer questioned whether parts would hold up in court. Trustee Toby Miller said developers had already approached landowners and "don't see our moratorium as an obstacle."
