Data centers in Briscoe County, Texas: 3 projects mapped

Briscoe County, a rural Panhandle county seated in Silverton, has one data center operator: Soluna, a cryptocurrency-mining company that runs its sites on renewable power. Its Project Dorothy campus sits just south of Silverton off Highway 207. Dorothy 1A and 1B, about 50 MW together, host and mine Bitcoin, and Dorothy 2 adds 48 MW. "We were able to move in and build 98 megawatts worth of renewable computing," Soluna's regional lead, Karl Shinn, told KVII in July 2026. The campus runs directly off the neighboring 150 MW Briscoe Wind Farm, which Soluna has since bought.

The next phase would be far larger. Soluna has bought a 397-acre plot across from the wind farm's substation for Project Dorothy 3, a campus of up to 300 MW, triple what runs there now. County Judge Rank Cogdell told KVII the Bitcoin mine had "filled in a gap of when we lost our abatement, our pilot money from the wind farms." Commissioner Danny Francis said a data center "might even create more income for other businesses to come in, and of course our town is struggling; the whole county is struggling at this time."

The county is considering a tax abatement for Dorothy 3, which officials described as a way to set safeguards on a large industrial development. Cogdell said residents' opinions "need to matter." As of late July 2026 the county was working with the developer to arrange a town hall for residents' questions. Commissioners were scheduled to meet again on August 10, 2026; no result has been published since.
