Data centers in Calhoun County, Texas: 1 project mapped

Calhoun County may become the site of a 1,600-acre AI computing campus for Crusoe, the company that built a similar campus in Abilene, Texas, for OpenAI and Oracle. Its power would come from Blue Energy, a nuclear startup founded in 2023 out of MIT, which announced with Crusoe on October 30, 2025 what they call the first nuclear plant financed specifically to power one company's computers: an up-to-1.5-gigawatt plant at the Port of Victoria, running on natural gas as soon as 2028 and switching to nuclear power by 2031. Reports disagree on the campus's exact location: some place it inside the Port of Victoria, in neighboring Victoria County; others say it sits across the line in Calhoun County.

Blue Energy has agreements for gas turbines and a nuclear reactor design, and plans as many as five small factory-built reactors; it has filed the first part of a construction-permit application with federal regulators, with the rest due in late 2027. Victoria County commissioners voted to accept, not approve, six tax-abatement applications from Blue Energy covering about $6.5 billion in taxable property, an agenda item residents said was mislabeled "Blue Ammonia." Supporters call it a project worth more than $10 billion with 363 permanent jobs; opponents object to both the abatements and the data center the power would serve. "Bring us jobs that don't destroy our farmland," said resident Jewel Buchanan.

Water crosses the county line too. Crusoe says its own chip cooling is closed-loop and uses little water, but that claim doesn't cover the nuclear plant's cooling, years of gas generation, or construction, in a coastal region already fighting saltwater intrusion in its aquifer. State Rep. A.J. Louderback said data centers must supply their own water and power and plans to file rules next session: "Every county has got to be protected on their water."
