Data centers in Lubbock County, Texas: 2 projects mapped

Lubbock County has one data center under construction and one rejected so far. TeraWulf is building a 168-megawatt data center in Abernathy for artificial-intelligence company Fluidstack. In January 2026, Lubbock's planning commission voted against rezoning 936 acres off Northeast Loop 289 for a separate project by Texas Solar Works, which withdrew before it reached the city council. Since then the county has moved toward new rules for any future large data center.

Residents in north and east Lubbock opposed the Texas Solar Works rezoning, saying they already lived with heavy industry. "Gas turbines, pollution, noise. No, absolutely not," said Fabian Mata. In July, a local station reported that the Lubbock Economic Development Alliance had approved a deal with CORVA for "Project Infrared," a 50,000-square-foot inference data center in East Lubbock that LEDA's John Osborne said was "not a done deal" until it secured a grid connection through Lubbock Power and Light. A petition with nearly 2,500 signatures sought an 18-month moratorium, and at a July council meeting some residents threatened recalls: "You can vote with us today, the people that voted and put you in place, or you can watch us do a recall," said Phyllis Gant.

In August, county commissioners passed a non-binding resolution, 4-1, asking large projects to disclose water and power use; County Judge Curtis Parrish voted no, saying it should target data centers specifically. In September, the planning commission delayed proposed rules on a 500-foot setback, water limits and a power study, and the city council voted 5-2 to start the process for a 90-day moratorium on large data centers while staff draft permanent rules.
