Data centers in Norfolk, Virginia: 1 project mapped

Norfolk has one small data center and no fight over it, while nearby Hampton Roads cities move to restrict new ones. EdgeConneX runs a data center in part of a 100,000-square-foot building at 3800 Village Avenue, near the I-264 and I-64 interchange, occupying about 20,000 square feet with a Cox Communications data center across the street. It draws power from Dominion Energy and connects to subsea cable landings about 23 miles away in Virginia Beach.

Norfolk has not taken a side in a regional fight over what comes next. By July 2026 it had not announced a direction, while Suffolk, Chesapeake and Virginia Beach each restricted new data centers, WTKR and WHRO reported. Chesapeake council member Amanda Newins asked the state attorney general whether cities can ban data centers outright: "If the law gives us a path to say 'no', I think we all should know about it," she said.

A facility like EdgeConneX's, a colocation building serving local networks, is what Virginia Beach says it wants to protect even as it blocks large new campuses. Norfolk has not said whether it will define data centers in its zoning, require a permit, or follow its neighbors with a pause.
