STACK Infrastructure topped out the first building of its Stafford Technology Campus in May 2026, a 500-acre site along Eskimo Hill Road east of Richmond Highway in Stafford County, Virginia. STACK says the campus will eventually hold 1.1 gigawatts of power across four sub-campuses fed by six 300-megawatt substations, with 19 data centers planned in all, calling it the largest project investment in the county's history.

The Stafford County Board of Supervisors voted 6-1 in September 2024 to rezone 504 acres from agricultural to light industrial for a campus of 23 buildings, six electric substations and about 5.5 million square feet; STACK took over the site from Peterson Companies, which had first filed for the rezoning in 2023, in January 2025. The developer agreed to fund $58 million in county capital projects, including water and sewer lines for the center of the county, a connector road between Richmond Highway and Eskimo Hill Road, and land for a fire station.

Supervisor Crystal Vanuch cast the lone vote against the rezoning, saying she was concerned about the project's phasing and about county drinking water being used while a reuse water system, being built by Amazon for its nearby Potomac Church Road facility, was still under construction. "It was never the county's intent to give access to our drinking water to data centers in perpetuity," Vanuch said.

At a League of Women Voters forum in Fredericksburg in September 2026, University of Mary Washington sociology professor Eric Bonds said the campus, now under construction, will be able to draw and distribute 1 gigawatt of power, "enough energy to power 700,000 households, or as much as one nuclear reactor can produce."

The Stafford Technology Campus is one of five approved data center projects in the county, and its 2024 zoning stands, so no further supervisors' vote is required for the campus itself. The local group Protect Stafford is tracking newer data center proposals before the board, working alongside Safeguard Spotsy in neighboring Spotsylvania County.
