Amazon's Potomac Church Tech Center stands on 49.9 acres on Old Potomac Church Road in the Falmouth district of Stafford County, Virginia, near U.S. 1 and Stafford Hospital. The first of its two data center buildings received a certificate of occupancy on May 1, 2026, and is now in service; the second is targeted for July 2028. Supervisors voted 7 to 0 for an incentive agreement with Amazon in January 2024, projecting a $6 billion investment in the county.

Amazon is paying about $75 million for a reclaimed water plant at the county's Aquia Wastewater Treatment Plant so treated wastewater, rather than drinking water, cools the buildings. Until that system is running, the first building uses drinking water and the second building's occupancy is limited. An Amazon spokesperson said ten years of data show the campus needs cooling water only about 4 percent of the year, in the hottest months.

In August 2026 supervisors voted 4 to 2 to amend the project's terms after complaints about road damage, generator emissions and water sharing. Amazon dropped a request for more drinking water and replaced its duty to build road improvements with a $10 million cash payment, against about $3 million in road work county staff said was needed. Supervisor Tinesha Allen asked that the money go first to a stretch of Old Potomac Church Road that speakers said construction trucks had buckled.

The campus's diesel generators were approved in March 2025, before stricter state emissions rules took effect on July 1, 2026, and county staff said replacing them would delay the second building two to four years. A daycare sits about 400 feet from the nearest building; resident Jeff Eastland told supervisors the generators' emissions were a health risk that close to it. Amazon's attorney said the generators run only for emergencies and testing under state air permits.
