AWS Northeast Creek Technology Campus data center, Louisa County, Virginia

Amazon Web Services is building its Northeast Creek Technology Campus, 10 data center buildings on Jefferson Highway (Route 33) in Louisa County, Virginia, with construction that started in March 2025 and is due to finish in 2031. The campus, permitted by right in the county's Technology Overlay District, is now the subject of a federal nuisance lawsuit from a neighbor whose case a judge let move forward in July 2026.

Austin Newsom, who lives on the district's border and runs a boat repair business, Central VA Marine, next to his home, told county officials that construction brought loud noise, clouds of dust and tap water that turned brown starting in March 2025. His lawsuit says construction vibration is cracking his house's foundation and is devaluing his home and disrupting drainage. "(My well has) made it through four major droughts we've had since the '50s and never had an issue with it," Newsom said.

Amazon argued in court that the brown water, noise, air quality and light pollution "are each insubstantial," but U.S. District Judge Jasmine H. Yoon let the nuisance claim proceed while dismissing a separate injunction claim. A preliminary hearing in the case was scheduled for August 19, 2026; no result has been published. Board of Supervisors Chair Duane Adams said he had been in contact with the Newsoms several times and worked to get some of their concerns addressed.

The county has pushed back on further AWS growth nearby: in July 2025 Amazon withdrew an application for a third campus near the Northeast Creek Reservoir after residents objected over water, farmland and schools. In January 2026 Amazon bought about 1,920 acres near the reservoir for about $72 million, and Adams said he would move to strip the Technology Overlay District designation from that land. "I have been very clear since June of 2025 that I'm opposed to any data center development on that property," Adams said.
