AWS Lake Anna Tech Campus data center, Mineral, Virginia

Amazon Web Services is building its Lake Anna Technology Campus, a data center campus on 153 acres at the corner of Kentucky Springs Road and Haley Drive in Louisa County, Virginia, next door to Dominion's North Anna nuclear station. AWS plans seven standard data centers, two specialty ones and an administration building, about 1.7 million square feet, drawing a minimum of 420 megawatts. Two 300 megawatt substations will serve it, one owned by Dominion and one by Rappahannock Electric Cooperative.

Earthmoving began in mid-November 2024, after state agencies granted a memorandum of understanding and the U.S. Army Corps of Engineers approved a wetlands permit. By the fall of 2025 the first data center shell was up and work on the support buildings was well underway, with Clark Construction as general contractor and the campus expected to be completed by 2027.

The questions residents keep asking are about water and electricity. The campus is water cooled and will average 630,000 gallons a day at full build. Water comes from wells on the site, where the storage tanks are complete, until a pipeline from the county-owned Northeast Creek Reservoir is built. The raw water line was scheduled for January 2027. That reservoir has a safe yield of 3.2 million gallons a day and its current users take about 300,000, peaking at 500,000.

Cuckoo District Supervisor Christopher McCotter said the build had been tolerable so far: "For the most part, so far this construction process has been bearable for Cuckoo residents. When there were issues like rocks on the road or muddy runoff into the lake, I can make a phone call to Clark and they work quickly to address the situation." Andy Wade, the county's economic development director, estimated a single data center here could return just over $2 million a year in tax revenue over a 15-year period. Elsewhere in Louisa County, a homeowner living across the road from AWS's Northeast Creek campus sued the company in federal court in August 2025 over dust, night noise, light and well water that turned brown, and a judge let the nuisance claim proceed.

The campus sits in one of the Technology Overlay Districts the Louisa County Board of Supervisors created for data centers, whose standards the county calls its most restrictive, with limits on decibel levels and required buffers and setbacks. Under the county's process the performance agreement with Amazon came before the Board of Supervisors for public consideration three times, and the board is where residents take problems with the build. For the Lake Anna site that means McCotter, who represents the Cuckoo District.
