AWS Louisa County Third Campus data center, Louisa County, Virginia

Amazon Web Services withdrew its application for a third data center campus in Louisa County, Virginia, in late July 2025, two months after filing it. The plan would have put up to 7.2 million square feet of buildings on 1,370 acres of timberland near the Northeast Creek Reservoir, outside Mineral, an area TechTarget described as more than 1,000 football fields. AWS pulled the permit after strong pushback from residents and from Duane Adams, the supervisor for the Mineral District.

Neighbors raised concerns about construction traffic on the area's narrow roads and the risk to the reservoir that supplies drinking water to central Louisa. AWS attorney Charles W. Payne Jr. said in a statement, "We have heard the community and appreciate the desire for more robust input in any future projects that may be brought forward in the county."

In January 2026 AWS bought about 1,920 acres in central Louisa for about $72 million, including most of the withdrawn campus's land, most of it previously owned by Fisher Chewning L.C. Amazon told a reporter the purchase was "to help support water infrastructure needs in the area" and that future development "would involve community input, coordination with local leaders, and transparent public processes." Adams said he did not learn of the purchase until after it closed.

Supervisors voted in January 2026 to ask the planning commission whether to remove the purchased land, along with the nearby Cooke Rail Park, from the county's Technology Overlay District, which would make a future data center harder to approve. The planning commission has pulled the public hearing on that question twice, most recently in April 2026 after a closed session on what it called "specific legal matters," and no new hearing date has been set.
