Louisa County has taken two Amazon Web Services data center campuses under a 2023 technology overlay district, and is fighting off a third. AWS's Lake Anna Technology Campus, on 153 acres next to Dominion's North Anna nuclear plant, and a second campus near the Northeast Creek Reservoir are under construction; Amazon put the combined investment at $11 billion through 2040. A third AWS campus, proposed in 2025 for 1,370 acres near the reservoir, was withdrawn in July 2025 after resident opposition.

Residents fought the third campus because it sat next to the county's only public drinking-water reservoir, and over traffic and noise. Mineral District Supervisor Duane Adams said at a June 2025 town hall that he opposed it, saying the county should see how its first two campuses performed. "I work for you. I don't work for AWS," he said. AWS withdrew the application in a July 23, 2025 letter, saying it would reevaluate after community feedback.

AWS bought the land anyway. In January 2026 it paid $72.45 million for about 1,925 acres from the Purcell family, including the tract where the third campus had been proposed, saying the purchase would "help support water infrastructure needs in the area" for a planned countywide waterline. It has not filed a new application. Adams has asked the board to remove that tract from the technology district, but the planning commission has twice pulled the public hearing without explanation, most recently in April 2026.

The county is also selling land for a new campus. In June 2025 its Industrial Development Authority sold the 697-acre Shannon Hill Regional Business Park to EdgeCore Digital Infrastructure for $42 million; EdgeCore plans a $17 billion, 3.9-million-square-foot campus drawing more than 1.1 gigawatts, and construction had begun there by April 2026. Supervisor Manning Woodward said in June 2026 that EdgeCore would generate its own power rather than draw from the grid, and would use water from the James River rather than the reservoir once a new water line is finished, expected by fall 2027.
