Data centers in Powhatan County, Virginia: 1 project mapped
Powhatan County, a largely residential county west of Richmond, has approved what BizSense called the largest data center project the county has ever had on the table: a campus on Page Road near Anderson Highway, in eastern Powhatan near the Chesterfield County line. Province Group, a developer based in Newport Beach, California, won a 3-2 vote in October 2024 to rezone 119.9 acres from agricultural to light industrial for three data centers totaling about 1.5 million square feet. In October 2025 supervisors voted 5-0 to rezone another 61.8 acres for its affiliate Newport Equities, making a 181-acre campus now marketed by JLL as Powhatan Technology Park. Dominion Energy estimated the full campus at 300 to 400 megawatts of power.
The case for it was tax base. Residential property makes up just over 93 percent of the county's property values, and the board has set a goal of raising commercial property's share of revenue to 15 percent; the county expects about $10 million a year in additional property tax from the campus. "I think this project will be a phenomenal addition to Powhatan and the future of this county," said Vice Chairman Mark Kinney, "especially to really balance out the revenue between commercial and residential."

Getting there was contested. The Planning Commission recommended denying both rezonings; the developer then added proffers to fund utility work, setbacks, buffers and turn lanes on Anderson Highway. Residents and a supervisor objected in 2024 that there was no named end user for the site. "In order to go to market, we need our zoning approval," Province Group CEO Mark Kerslake said. By September 2025 he said an end user had been lined up for the first 120 acres, though it was not named.
What comes next is site plans, which Dominion needs before issuing a formal letter of authorization for the power supply, and the naming of the end user.
