Hanover County has turned down its two biggest data center proposals. On May 28, 2026, the Board of Supervisors voted 4-3 against rezoning nearly 430 acres in western Hanover for Tract's 900-megawatt Mountain Road Technology Park, overriding its own planning commission, which had recommended approval 6-1 six weeks earlier. Supervisors Faye Prichard, Danielle Floyd, Sean Davis and Jeff Stoneman voted to deny; Sue Dibble, F. Michael Herzberg and Ryan Hudson voted to approve.
Water use decided it. The project could have used up to 2 million gallons a day, and Hanover buys its drinking water from the City of Richmond rather than producing its own. "I don't know if it goes far enough to meet the needs," Stoneman said of Tract's offer to help pay for a new pump station and water tank.
It was the second Hanover data center to fail this year. HHHunt withdrew its 900-megawatt, 400-acre Hunting Hawk campus near Wyndham on February 3, 2026, days before a scheduled vote, after planners recommended denial. A separate Tract proposal in Ashland, the roughly 1,200-acre Hickory Hill Road campus approved in 2024, is moving ahead and is not the same project as Mountain Road. A fourth proposal, Tract's Iron Horse, was deferred on June 19, 2026 and has not returned to the board since.
