Data centers in Spotsylvania County, Virginia: 7 projects mapped

Seven data center projects are proposed or under construction in Spotsylvania County. Amazon Web Services is building its Cosner Tech Campus and its Mattameade/Orrock Tech Campus, which is set for 770 megawatts of power, and has proposed the Summit Crossing and Carter's Store tech campuses. SpotsyTech Campus in Thornburg is approved, and PowerHouse 95 and Gateway Commerce Center are also planned, all in the Fredericksburg and Thornburg areas.

The county has spent 2026 tightening the rules rather than adding projects. On February 25 the Board of Supervisors voted 4-3 to require a special use permit for every data center, ending by-right approval in office, commercial and industrial districts; Chancellor District Supervisor Gerald Childress voted no, warning it could "push away one of the best economic development opportunities in this county." On August 13 the board voted 4-2 to ask Governor Abigail Spanberger to impose a statewide moratorium so the state can study whether to keep permitting the industry, following a call from state Senator Glen Sturtevant. Courtland Supervisor Drew Mullins voted no, telling colleagues "we can be the moratorium" through case-by-case review. On August 26 the board voted 3-2 to cap data centers at 45% of the county's industrially zoned land.

Spotsylvania already bars data centers from cooling equipment with drinking water or their own wells, and requires natural noise buffers; Amazon's Cosner Tech project has separately agreed to a lower noise limit at its property line.
